Apple Intelligence not working is about to become the most common Apple complaint of the month. Apple's own page states that iOS 27 is available starting 9.14, and the rest of the 27 releases land alongside it, which means several hundred million devices are about to download a new set of on-device models in the same week. Most of the failures that follow are not hardware failures. They come down to five causes: the device is eligible but the feature is not, the device language and the Siri language do not match, the models have not finished downloading, a region or account rule blocks it, or a daily limit has been reached.

This guide works through those five in the order that costs you the least time, with Apple's own wording for every rule that matters. It also corrects two pieces of advice that almost every troubleshooting page repeats and that are wrong: the status page you are told to check does not have an Apple Intelligence row, and Siri AI is not gated behind a Mac with an M3 chip.

Check the Right Status Rows, Not the One That Does Not Exist

Almost every guide opens by telling you to look for an Apple Intelligence entry on Apple's status page. There is no such entry. The service list on Apple's System Status page contains rows for Siri, Dictation, Photos and Private Cloud Compute, and nothing called Apple Intelligence. Searching that page for the word returns nothing at all.

That matters because the three rows that do exist map onto different failures. A Siri outage takes down Siri AI answers and anything routed through Siri. A Dictation outage affects voice typing, which is also where the new on-device dictation model lives. A Private Cloud Compute outage is the one that produces the strangest symptom of all: the on-device features keep working while anything that needs a larger server model fails silently, so the assistant answers simple questions and stalls on hard ones.

Check those three before you touch a setting. If one of them is amber, nothing on your device is broken and no reset will help.

Your Device Is Eligible. The Feature Might Not Be

Apple Intelligence has two hardware tiers in 2026, and conflating them is the single biggest source of bad advice on this topic.

The base requirement is an iPhone 15 Pro or newer, an iPad with an M1 or later (plus the A17 Pro iPad mini), any Apple silicon Mac, Apple Vision Pro with an M2 or later, or an Apple Watch Series 6 or newer paired with an eligible iPhone nearby. The 12GB tier, and the myth attached to it

Above that base sits a second tier, and the web has decided it is the Siri AI requirement. It is not. On Apple's Siri page, the footnote listing "iPhone 18 Pro, iPhone 18 Pro Max, iPhone Duo, iPhone 17 Pro, iPhone 17 Pro Max, iPhone Air, iPad models with M4 and later and at least 12GB of unified memory, Mac models with M3 and later and at least 12GB of unified memory" is attached to two specific features: customizing how Siri sounds, and improved accuracy in Dictation. The footnote governing Siri AI itself asks for something far smaller, "an Apple Intelligence-enabled device set to a supported language", and both outlets agree that M1 and M2 Macs get Siri AI.

Stuck on "Preparing" or Stuck Downloading

This is the symptom that fills Apple's own discussion forums after every release, and it is rarely a bug. "Preparing" means the on-device models are still being fetched, and Apple attaches conditions to that download.

The four conditions the download needs

Apple's support document asks you to "keep your device connected to Wi-Fi and power while models are downloading", and lists 7GB of free storage as a requirement, which is not needed on Apple Watch. Add a fourth condition that Apple does not spell out but that users report constantly: a network that blocks Apple's servers, including some corporate and campus Wi-Fi, will stall the download indefinitely. Tethering to a phone hotspot for the initial fetch is the workaround that keeps coming up in those threads.

So the checklist is short. Plug the device in, put it on a network you control, free more than 7GB, and leave it alone for an hour. Progress bars for these models move in bursts and often sit at one number for a long time.

When it reaches 100% and starts again

A download that completes and restarts usually means the device ran out of room while unpacking, or the network dropped at the wrong moment. Clear real space rather than trimming a few photos, then force a fresh check by turning Apple Intelligence off and on again in Settings. Apple notes that turning it off removes the on-device models, so this restarts the fetch from scratch. That is the intended behaviour, not a failure.

The Language Trap That Switches It Off Silently

Apple's requirement is that your device language and Siri language are set to the same supported language, and the support document adds the part that catches people out: "If you change Siri language, Apple Intelligence might become unavailable until the new Siri language fully downloads and matches the device language."

In practice that means a single change in Settings can appear to uninstall the whole feature set. Someone switches Siri to English (Australia) while the phone is on English (United States), and the next morning Writing Tools have gone. The fix is to set both to the same variant and wait for the voice download to finish.

Sixteen languages qualify: Chinese in both scripts, Danish, Dutch, English, French, German, Italian, Japanese, Korean, Norwegian, Portuguese, Spanish, Swedish, Turkish and Vietnamese. Individual features are stricter. Visual Intelligence needs "a supported English variant", Siri AI is English only at launch, and live translation through AirPods needs the device and Siri language set to English or Spanish. A feature missing while the rest work is usually this, not a fault.

It Worked This Morning: Daily Usage Limits

This cause is new with the 27 releases and no older troubleshooting guide contains it. Apple's footnote states that "certain Apple Intelligence features that rely on server-side models are subject to daily usage limits, including but not limited to Siri AI, Intelligent Photo Editing Tools, Image Playground, and AFM 3 Cloud models in Shortcuts", and that those limits "vary by feature, request complexity, system demand, system policies, and other factors".

Apple has also put the phrase "Usage limits may apply" directly under several features on its own marketing pages, which is unusual, and it follows the limits note with a sentence worth reading twice: "Expanded access to such features will be available for a fee in the future." A paid tier is coming.

The practical signature is unmistakable once you know it. On-device work keeps going, and the heavier requests stop. Image Playground refuses a generation, Siri AI gives shallow answers, a Shortcut that calls a cloud model fails. Crucially, this is not a lockout for the rest of the day. Apple told MacRumors that "if you reach a limit in a particular feature, that feature will become available again after a time out period", so waiting is the fix.

Two details are worth holding on to. The affected list reported by MacRumors covers Siri AI, the photo editing tools including Clean Up, Extend and Spatial Reframing, Image Playground, and Apple Foundation Models running in Shortcuts and Private Cloud Compute. And the fee looks likely to arrive through iCloud+, because Apple said at WWDC that higher iCloud+ tiers would include expanded access to the limited features. Nothing has been priced yet.

Region Rules: The EU and China

The EU split, stated properly

The widely repeated claim that Apple Intelligence is unavailable in Europe is out of date. Apple's support document says the opposite: "Most Apple Intelligence features are available with iOS 18.4 and iPadOS 18.4 or later on supported iPhone and iPad models, and with macOS Sequoia 15.1 or later on supported Mac models" for European Union residents.

What is held back is narrower and more specific. Apple's footnote reads: "Siri AI will not be initially available in the EU on iOS, iPadOS, and watchOS." Mac and Vision Pro are not on that list. An EU reader with an iPhone and a MacBook should therefore expect Siri AI on the Mac and not on the phone, which looks like a broken iPhone and is a policy line. Apple published its reason in June under the headline that the Digital Markets Act had delayed Siri AI in the EU for iOS 27 and iPadOS 27, so this is not something a reset or a language change will unlock.

The China rule depends on where you bought it

Apple states that the features "will not currently work for supported devices purchased in China mainland", and that a device bought elsewhere also stops working "if you are in China mainland and if your Apple Account Country or Region is also in China mainland". Blocked by Screen Time, a Child Account, or Your Employer

A greyed-out toggle is a different problem from a missing one, and there are three separate blocks that produce it.

Screen Time carries content restrictions that cover the intelligence and Siri settings, so a restriction set months ago for another reason will hold the whole feature set closed. Child Accounts have their own rules, and several Apple Intelligence surfaces are restricted or switched off for younger users regardless of the device. A managed work device is the third case: if your Mac or iPhone was issued by an employer, a management profile can switch Apple Intelligence off centrally, and no local troubleshooting overrides that. When the ChatGPT Extension Is the Thing That Broke

Apple Intelligence and the ChatGPT extension are two products stacked on each other, and they fail separately. The extension is optional, has its own sign-in, and carries its own limits from OpenAI rather than from Apple. When Siri hands a question to ChatGPT and the answer never arrives, the failure usually sits on the OpenAI side of that handoff.

Test them apart. Ask for something Apple handles locally, a summary of a note or a rewrite in Writing Tools, and then ask an open question that gets routed out. If the local work succeeds and the routed question fails, turn the extension off and on again, confirm the account is still signed in, and stop looking at Apple Intelligence. Apple Intelligence Not Working After All That? The Reset Ladder

Only now is it worth resetting anything. Each rung costs more than the last, so stop as soon as the feature returns.

  1. Restart the device. It clears the stalled daemon behind most one-off failures.
  2. Toggle Apple Intelligence off, restart, then on. This removes the models and re-fetches them cleanly.
  3. Sign out of your Apple Account, restart, sign back in. Account state gates the server-side half of the feature set.
  4. Check for a point update. First-week releases collect fixes fast, and the .1 update usually lands within weeks.
  5. Reset all settings. Not erase, reset. It preserves data and clears the restriction or network setting causing the block.
  6. Contact Apple Support. If a supported device still shows nothing after a clean reinstall of the models, that is a case for a support ticket, not another reset.

One thing you no longer need to do: wait for a queue. The word "waitlist" appears nowhere in Apple's own instructions for getting Apple Intelligence, and nowhere on its Siri page either. Any guide still telling you to join one is describing 2024.

If Apple Has Excluded You, Run Other Models Instead

Some of the causes above have no fix. An Intel Mac is never getting Apple Intelligence. An EU iPhone is not getting Siri AI at launch. A work device with a management profile is a decision made by somebody else. In those cases the useful question is not how to repair Apple Intelligence, it is what to use instead today.

Five causes explain nearly every case, and only one of them involves a defect. Check Apple's Siri, Dictation and Private Cloud Compute status rows, confirm which of the two hardware tiers your device sits in, match your device and Siri languages, give the model download power and a clean network, and rule out a daily limit before you reset anything. Work in that order and most people are finished inside ten minutes.

The one thing worth watching after 14 September is the limits line. Apple has now said in writing that expanded access to its server-side features will cost money at some point, which turns "Apple Intelligence stopped working" from a bug report into a question about which tier you are on.
